He stated that if any state disagreed and did not free their slaves they would be against the USA. "Rugged individualism" is the term that defends the idea that citizens should be responsible for their own success and for the harmony and comfort of the region in which they live, and the State should not interfere, or interfere very little in what is related to that responsibility.

In short, the term removes government responsibility for the welfare and success of the individuals it governs. This term was widely used by President Herbert Hoover and can be seen in the two sentences shown above.

The framers of the constitution intended that the Congress would play a major part in the American democracy. They left the president’s power without many boundaries, counting on check and balances as a power to hold the presidency. The framers of the constitution didn’t want the president to be a slave of the Congress, this is the reason probably the framers would be in favor of the presidency’s expanded powers, they wanted a balance between a free man who is stronger than governors but not as free as a monarch.
