The correct answer would be option D: "rhetorical". A rhetorical question is a question that is made, not looking for an answer, instead, as a way to make a statement which is the authors intent in the excerpt. The author does not use quotations (to cite another person's ideas), nor does he use metaphors (a phrase that cannot be literally applied) and there are no images (visual representations) therefore options A, B and C are incorrect.
