2+ 5+ 5 = 12 ,  1 + 2 = 3.

We see that 220 and 715  produce digits 4 and 7+1+5 = 13 = 4 so it cant be one of them

I think the answer would have to be D. If the diameter, which is the distance from one point on the circle through the center to another point on the circle, is halved then the amount of concrete that will be needed will be multiplied by 4.
