Athens, which was only a couple of hundred miles away, did not have a king. Instead, the assembly was answerable to archons, who themselves, were also elected by the population.
In such a way Athens was more a more democratic society where people had more freedoms. Hence, the city-state was known was a liberal bastion, with education, arts, and creativity being their hall-marks.
Therefore, If I was given a choice, I would rather live in Athens.
