4x² + 23x + 28 = 0     move all terms to one side.

4x² + 16x + 7x + 28 = 0   split the second term into two terms

4x(x + 4) + 7(x + 4) = 0    factor.

(x + 4)(4x + 7) = 0    factor.

x = -4, -7/4
