In the 1930's, a white women willingly had sexual contact with an african american man, that southern state took it to trial, blaming it being under the influence of marijuana. However, it has not became legal because not enough people are willing to pay taxes on it.

I believe its because you can get a high from it and all drugs you can get a high from are dangerous to your body and the assumption that weed was harmful was made off of that you could get high from it
