We see that the initial function is given as 10/x; 

The value put for x is 2, so the equation becomes 10/2=5 

The person switched the order instead and made it x/10, which became 0.2

6y = 140,000 - 123,800

6y = 16,200

y = 16,200/6

Recall

x + y = 10,000

x = 10000 - y

x = 10,000 - 2,700
