p=26

26 = 2(3+w)
26 = 6 + 2w
20 = 2w

If the width is 3 on each side, that is 3 + 3 = 6. 
26 - 6 = 20. 
There are two sides left: 20 divided by 2 = 10. 
10+10+3+3 = 26.
The length is 10.
