That would be California as it lies on the most active fault in the US. Actually that whole area surrounding (Japan, Etc.) are all prone to earthquakes!

(Fun fact; I was planning a trip to Japan right before I started college but cancelled last minute, and then they say I was to arrive, the earthquake hit them.)
