Parallel means they have the same slope
find the slope
14x - 7y = 8
subtract 14x from both sides
-7y = -14x + 8
divide both sides by -7
y = 2x -8/7

y = mx + b
m is slope
b is y-intercept

We found that the slope is 2
y = 2x + b
to find the y-intercept, plug in the given point
5 = 2(-2) + b
5 = -4 + b
add 4 to both sides
9 = b

The equation
y = 2x + 9

Rewrite to standard form
subtract 9 from both sides
y - 9 = 2x
subtract y from both sides
and rotate the equation
2x - y = -9
