1) I would say yes for both since bigger human population means more to feed and more disease. Economic wealth is a concern so that everyone should at least afford medical help and education.
2) The government with ecologists should plan. Fine should be imposed or jail time. There is only one earth and one chance to protect it. It should be the biggest priority for humans.

3)it is necessary because we only have one earth if we ruin it we're ruined.

The correct answer is Plessy Vs. Ferguson. In the landmark case Plessy vs. Ferguson, it was ruled that segregation of facilities was constitutional as long as those facilities were equal in quality.
