It would be 5,070 because 68 is past 65 & the nearest ten would be 70. If it's past 5 it's the next ten, it it's below 5 is would be past ten. For example, if it was "5,063" it would 5,060. Hopes that help.

The first number on the left is always one so 0 is ten because you say 5 is in the ones place and then 0 is in the tenths because you count up by five

but back to my first point, 15 also has formally the factors 1 and 15. so, if we count them too, then we have suddenly 4 factors. and the original statement fits again.
