CostA=$1.28/8 ounces

CostB=$0,14 per ounce

The difference between both brands is Cost A- Cost B

1)divide each side of the ratio
8:1.28 = 1:0.16
divide 8 by 8, and 1.28 by 8.
12: 1.68 = 1:0.14
divide each side by 12.
so, for brand A, for every one fluid oz it costs $0.16. for brand B, for every one fluid oz, it costs $0.14.
0.16-0.14= 0.02
