The exponential growth/decay function is: y=a*b^x
If 0 < b < 1 the function is decay. If b > 1 then it is growth.
This function b= 5/6 so it is decay.
To find the y intercept, plug 0 in for x and solve.
y = 4(5/6)^0
y = 4

The fraction in the parentheses (the one being raised to X) is going to decide whether it's decay or growth. If the fraction is less than 1 than the graph is decaying. If it was greater than one it would be growth.
Y intercept would be 4. U just make X=0 to find the y intercept. 5/6 to the 0 power is 1 and 1 times 4 is 4.
