If you pay attention to the date, you can see that this law was enacted during the times of Civil Rights Movement. The Act contains numerous provisions. Besides providing nationwide protections for voting rights in general provisions, Section 2 prohibits every state and local government from imposing any voting law that results in discrimination against racial or language minorities. Generally, states were using poll taxes to deny African Americans from their voting rights.
