U have a dashed line...meaning there is no equal sign in the problem
u have a y int (where ur line crosses the y axis) of 5
u have a slope of :
(0,5),(3,1)......(1- 5) / (3 - 0) = -4/3
it is shaded below the line, so it is less then

ur inequality is : y < -4/3x + 5 <===
