When I arrived, the house was a mass of flames. I was desperate not knowing what to do or what caused this situation, I could only think of how to save my poor cat, but the fear and the flames prevented me from entering the house to save the animal. In the midst of my despair and my eyes blurred by tears that never stopped falling, I see my cat on a tree calling for me and that brings me an inexplicable comfort.

We use this tense when talking about some event of past, that was taking place or happening at that specific time.

Since there is no option to use Past Perfect Tense in this question, we can safely use Past Continuous Tense in sentences No. 1, 3, 4, 6, 8 and 9.
