When the German officer was sent to Paris, he had direct orders from Hitler that the city should only be handed over to the destroyed Allies. There was a plan by the Germans to destroy important areas of the city, but that order was not carried out by the General.

The reasons that led General Choltitz not to comply with this direct order from Hitler are still unclear, and it is controversial among researchers, some believe that he did not wish to be responsible for the destruction of Paris, which is questioned among the scholars on the subject, due to their attitudes during the War, mainly in the port of Sevastopol.
