I think it is Steep C because it is skinner and the more steeper it is the more time it will take you to climb it.

y+8= 24 ( maximum value of less than or equal to function is equal to itself)

Therefore,

y= 24-8

=16

Minimum no. of girls = ?

Using second inequality

y-8 =4 (minimum value of greater than or equal to function is equal to itself)

Therefore,

y= 4+8

y=12
