The Articles of Confederation was a a weak document for a number of reasons, but one glaring one what that there was no separation of powers. The government consisted only of a unicameral congress: there was no president, executive branch, or court system. This actually helped to make the national government too weak and the state governments very powerful.

So we'll start be explaining what a state and a municipality are. A state is pretty commonly known. Its a division of land in the US which its own government. A municipality is a city within a state. So lets explain the relationship. This changes depending on the state. You could think of it as a chain of command with the governor on top. He controls the entire state's budget. This has an effect on every city within the state.

Answer: The major difference between the North and the South -- and the one most responsible for the Civil War -- was the institution of slavery. In the North, slavery was almost universally prohibited by the 1800s, while the institution was a cornerstone of Southern society. In the North, many blacks were free, and in states such as Massachusetts, New York and Ohio, 100 percent of the black population was free. In the states of the Confederacy, by contrast, few blacks were free.
