She makes 22 dollars per hour.
Her entire wage = 22*H where x is the number of hours.
5% of that goes to a charity. 
When she's taken out the donation, she needs to have at least 748 left

Equation
22*H - 5%(22*H) > 748

Simplification
Take out 22H from both sides of the minus sign
22H ( 1 - 5%) > 748 Change the 5% to a fraction.
22H (1 - 5/100) > 748
22H (1 - 0.5)> 748
22H (0.95) > 748

Solve what is left.
Multiply 22H by 0.95
22H*0.95 > 748
20.9*H > 748 Divide by 20.9
H > 748 / 20.9
H > 35.7 which should be rounded to 36
