This is both true and untrue. It's true because knowing the language you can get a job and work in a foreign place and eventually become a naturalized citizen of the place. It is untrue because the person there should also know the customs and culture and not just the language, because lack of knowing these can lead to alienation and depression.

The rule of regulation’s standard maxim is “No one above the regulation”. The rule of man’s maxim is “I am the regulation”.

Rule of regulation is whilst no unmarried character can put in force his very own regulation that needs to be universally followed. In the guideline of thumb of regulation, it takes a democratically elected entity (Congress, Parliament…) to edict, modify, or abolish legal guidelines. Most of the time, the regulation displays the desire of the people, or the bulk thereof. Most of the time, it's miles coupled with the precept of separation of powers, or tests and balances.

Rule of man, however, is whilst a character, be it democratically elected or else, makes a decision through himself on my own what are the rules. It abides to no authority, no sovereign, no regulation. Imagine Congress, President, and Supreme Court in a single character or entity, and that’s what you get, all electricity in a single hand. Basically limitless potential.

All in all, rule of regulation isn't always perfect : a few legal guidelines are unjust, a few outright immoral, however at least, everyone submits to it, consisting of those who made it. In the guideline of thumb of man, a person has to bend the regulation in keeping with his very own notion of things.
