I would say an assessment because you cannot set a goal for yourself or someone else with knowing if it is possible for them to achieve it i.e you wouldn't set a goal for a guy sitting in a wheel chair as a 5-minute mile cause he cannot run it and you can not set yourself a goal saying that I will beat Bolt in a 100m dash without first assessing whether or not you are physically able to do so. You cannot set a plan of action without a goal and you cannot measure the progress of your goal without first setting a goal. Answer A
