Whoever was coming up first passes before first and then whoever was waiting goes as soon as the other car passes through. There is a road right by my house like this. Whoever is already going through the street or comes to it first gets to pass through it first and you have to wait for them to finish driving through it and then you have the right away to go after the first person is finished.
