Well it is due to the fact that when you

submerge

the wooden block into the cylinder. The displacement of water from the initial-measurement (before the block was submerge) to finial-measurement will be the volume of wooden block.

Note: In cases of floating objects. You can always add a sinker to it to submerge the object.

But

you will need to take into account the volume of the sinker and minus off the added volume of sinker.
