Law should provide the means necessary for the victims (direct and indirect) to be repaid for the damage suffered. Therefore, the age of those who committed the crime(s) should not matter at all, for the damage done to the victim and society remains of equal amount and importance.

It´s a fact the law was designed to protect people under 18 due to their mental maturity but it is possible to assume the maturity necessary to commit the crime is equivalent to maturity necessary to understand it´s consequences and to accept responsibility for one´s actions.

Answer: For families like Mary Ann Marino's, "18 years has not lessened our loss," she told those gathered at ground zero after she read part of the long list of victims' names. She lost her son, firefighter Kenneth Marino.

Explanation:

The excerpt spoke of how survivors of 9/11 who still suffer because of the attacks were given the spotlight in this event.

Mary Ann Marino stated how the family was still in pain after having lost her son, Kenneth Marino, in the attack. She was allowed to read part of the long list of victims and speak of her family's loss which shows that she, as one of those still suffering, was given the spotlight at the event.
