The correct answer is C.

For a teenager obviously alcohol use is forbidden. If they already find themselves in a risky situation and they have ingested alcohol this makes the situation at an even higher risk for them. The option of daytime made me laugh, implying that the daylight will hurt their skin and melt them. Having a phone is safe for them in a risky situation and parental presence is safe too.
