Should people be allowed to ski or snowboard without a helmet?

Absolutely not! By wearing your helmet you are saving your life. If you don't wear a helmet and get in an accident, at that high speed you could die or suffer from a life long injury. Wearing your helmet substantially protects your head than not wearing an helmet.

Should governments set national laws about ski safety?

I think they should as it is very important to wear helmets as they are life saving. I also think that government officers such as police should give out tickets to those who don't wear helmets to make sure that they wear one.

I think they should as it is very important to wear helmets as they are life saving. It is very important to keep your tourists alive to keep up a good reputation.

Well technically speaking it is a personal choice and responsibility, but for me I have to wear a helmet whenever I go out because I know that if I don't I could possibly die.
