The Pennsylvania Mutiny of 1783 was an anti-government rebellion of about 400 troops from the Continental Army in Philadelphia, in June 1783. The rebellion, and the rejection by the Pennsylvania government's "Executive Council of Pennsylvania" to stop it, ultimately resulted in Congress leaving Philadelphia and the creation of a federal district to serve as the national capital. The entire system of US capitals became affected by the aftermath of that uprising.

The inability of the federal government to resolve the mutiny, coupled with similar previous episodes and the weak economic situation of the government led the representatives of the states to arrange a revision of the Articles of the Confederation.

That is when Congressman has to think to support the interests of citizens, who were the ones who took him/her to office in the elections. So congressmen serve the people, not large companies.
