What you have to do is to write your equation in the following form: (x-h)^2 + (y-k)^2 = r^2 , this is the equation that represent the circle.where (h,k) represents the center and r radius. 
This is just an example to solve the center and radius of a circle.
To complete the squares, here is how to do it: 
x^2 + 2*4*x + 4^2 +y^2-2*3*y+3^2 - 4^2-3^2 = 0 x^2 + 8x + 16 +y^2-6y+9 - 25 = 0 (x-4)^2 +(y-3)^2 = 25 
Now h = -4 k = 3 and r = 5 . Center is (-4,3) and radius r = 5.

But then you are are looking for the equation that represent the circle describe. The answer is C.  (x – 4)2 + (y – 3)2 = 2²
