We have that
12x² = 18x------> 12x²-18x=0-----> divided by 12----> x²-(3/2)*x=0
this is the equation of a vertical parabola 
x²-(3/2)*x=0-----> x*(x-1.5)=0
the x-intercepts of the parabola are
x=0
x=1.5

or, A' = \left[\begin{array}{cc}\frac{-1}{4} &\frac{5}{4} \\\\\frac{-3}{4} &\frac{11}{4} \end{array}\right] .

Therefore, the inverse of the matrix  \left[\begin{array}{cc}11&-5\\3&-1\end{array}\right] is the matrix \left[\begin{array}{cc}\frac{-1}{4} &\frac{5}{4} \\\\\frac{-3}{4} &\frac{11}{4} \end{array}\right] .
