The concept of an aristocratic form of government began to develop in ancient Greece, where the city council presided over who had a council to lead a government. Countries that implement the aristocracy system in general are very contrary to the democratic system in which the people are sovereign. The ancient Greeks adopted the aristocracy system, the co-ordination continued in good standing, where male councilors were appointed as "senates" in a city-state or other political unit. The Greeks disliked the concept of the monarchy while the government agreed to a command that was identical to authoritarianism. The aristocracy system in Greece is a form of the democratic system that failed to implement.

The following are the characteristics of the aristocracy

1. The government is controlled by small groups.

2. Aim at establishing a good governance system.

3. Different from the form of monarchical government that has absolute power.
