You can have x= -1,0,1,2,3  on to positive infinity

Once you chose a number in that set, plug it into the graph

x= -1     y< or = 5       (-1,5)  

x=0       y< or = 7        (0,7)

x=1       y < or = 9       (1,9)

Once you have plotted the points, shade in the space below the line.
