RT = sqrt ((0- -5)^2  + (4 - -6)^2)
      = sqrt (5^2 + 10^2)  = sqrt 125

RS =  sqrt ((-3- -5)^2 +  (-2 - -6)^2))
       = sqrt  ( 2^2 + 4^2)  = sqrt 20

ST  = sqrt 125 - sqrt 20

RS / ST  = sqrt 20 / (sqrt 125-sqrt 20)

so the ratio RS:ST = 2:3
