When we make decimals of all the fractions, we would get the following:

\frac{2}{5}  = 0.4
\frac{6}{10}  = 0.6
\frac{8}{20}  = 0.4
\frac{12}{30}  = 0.4

As you can see, all the numbers equal 0.4, with the exception of 6/10. Hence, the number with the other ratio is 6/10.
