In order to convince a legislature of a particular claim, such as raising teachers' salaries, those involved can organize protests, write to legislators and hold demonstrations. However, the most effective way is to present a proposal on the issue in the plenary of the legislature. In this way, legislators will have to discuss and respond about it.
