STEP 1:
Add the number of total students
= 27+25+23
=75


STEP 2:
Find the percentage that 18 out of 75 students is.

18/75=x/100

cross multiply
(18*100)=(75*x)

1800=75x
divide both sides by 75
24%=x

Check:
75 * 24%= 18
