Explanation: The identity protection personal identification number is expected to have been expanded so that all tax payers could opt to participate in the program. The program was formed to fight those cheating the government through tax related theft. Initially the pin was issued to the individual suspected of tax related theft.

The program is now extended to everybody expected to pay tax, and the participating state has been increasing lately, according to the congress the tax payer First Act, it was mandated that by July 1 2024 all states would have been eligible.
