f(x)=x^4+ax^2+b\\f'(x)=4x^3+2ax\\f''(x)=12x^2+2a\\f''(1)=12(1)^2+2a\\12(1)=-2a\\a=-6\\\\f(x)=x^4-6x^2+b\\(1)=(0)^4-6(0)^2+b\\b=1

a=-6
b=1

Given, Getting home from trick or treat celia and emma counted their candies.  Half of celias candies is equal to 2/3 of emmas candies.  

They had a total of 105 candies altogether.  

We have to find how many candies did each of them have.

Let the number of candies with celias be n, then number of candies with emma will be 105 – n.

Now according to given condition.

Hence, candies with celias and emmas is 60 and 45 respectively.

Since theres 4 numbers and 60 spins if you divide it you get the average number that all the numbers would land on. 2 would be landed on 15 times if it went exactly to the calculations. not 100% sure though
