2 - 200 (tens)

3 - 300 (hundreds)

9 - 9000 (thousands)

4 - 40000 (ten-thousands)

3 - 300000 (lacs)

So, 9 is at the position of thousands which makes it nine thousand. So if the value of digit 9 is 10 times the value of another number (which is 9 here in this case), it means the 9000 is divided by 10 which gives a value of 900.

So another 9 of a value hundred could be in any number like 349920, 623900, etc.
