Because many possible and actual safety measures involve restrictions on liberty, politics must balance <u>( C. Security )</u>  with individual liberty.

Security is created to ensure the safety of the citizens from both internal and external threats. Without security, individual freedom could make people harm each other. For example, giving full freedom to factories without security would enable them dropping harmful chemicals to the environment without any repercussion.
