One of the best reasons for the colonies to unite was that the British army was far too large and powerful for the colonies to beat on their own. Even after they united it was very unlikely that they would win.

It's then sent back to the House, debated/voted upon, where it goes to the Senate, from the Senate to the President, he signs it, and thus the bill becomes a law.
