Remember that point slope form is y-y1=m(x-x1)
Your y1 value is -3 and your x1 value is -1.
Before we can solve the equation, we need the slope first. To find the slope of a line, we need to use the equation y2-y1/x2-x1.
That would be 1-(-3)/4-(-1) which translates to 4/5. Your slope is 4/5.
Now we can plug this into the point slope form.
y-(-3)=4/5(x-(1))
That would be y+3=4/5x+4/5. You must then subtract 3 from 4/5. 
This would mean that y=4/5x-2.2
