Am going to presume you want it solved.
Please pardon my presumption

7 - (2/3)x < x - 8,    Take all the x to one side of the inequality
-(2/3)x-x <  - 8 -7
-(5/3)x <  - 15    Divide both sides by -5/3  and inequality sign changes

x  >  (-15)/(-5/3)

x >    15  * 3/5        .     5 into 15 is 3.

x  >  3*3

x >    9
