It might help to know that f(x) is the same as y

y = 5x + 4....u have a slope of 5....u have a y int of (0,4)....u have an x int of 
(-4/5,0)

I would say start at (-4/5,0)...but that is kinda difficult being that it is not a whole number.....so we will do this a little differently

start at (0,4)...and I know ur slope is 5, but we are doing it a little different....(0,4)....go down 5 spaces and to the left 1...plot that.....then down 5 and to the left 1....plot that...keep doing this and u will cross the x axis at (-4/5,0)....then just connect ur plotted points and u have ur line
