f(1)

f(1) is defined by the top condition. Look at the condition carefully. -3 ≤ x ≤ 1

So the value of f(1) is

(x + 1)² -1

(1 + 1)² - 1

f(3)

f(3)  is governed by the middle condition. 1 < x ≤ 3

The value of f(3) is  - x + 2 = - 3 + 2 = - 1

The first one and the third one are correct. because for the when you plug 1 on the first piece wise function you get 3.

f(3) =1. and f(1)=3 so f(1)>f(3)
