Sorry for the delayed time, it took me a little to be able to figure out how to use every digit to get every number, but I did it, and that was a lot of thinking (jeez my brain hurts now)...

21 = 7*((8-3)-2)

22 = ((8+7-3)*2)-2

23 = ((8*(7-2))+3)/2

24 = (((8*((7/2)+3))/2)-3
