Answer:
I am honored to be the new administrator for this SAT. But it has come to my attention that there was cheating found in the last SAT. There will be changes and those will be as follows.
SAT papers will from now on be randomized. No one paper will be the same this will make it harder for students to copy answers from one another.
There will always be an extra teacher in a classroom. As distractions and blind spots from the teacher are a problem.
Students are not allowed to bring there own pencils. Only the #2 pencil bring by the teacher is allowed. Please note that if a student cannot hold a #2 properly they may be issued rubber sleeves to adjust the feel of the pencil.
An and all distractions may cause the test to be reset and students will take a different copy of the test. this is too anything as a student acting in a inappropriate manner to a ring of a cellphone. Any student tapping or making any "body signals" must be told to stop.
These rules will be placed indefinitely.

Explanation:
A by-election, also known as a special election in the United States and the Philippines, or a bypoll in India, is an election used to fill an office that has become vacant between general elections.
A vacancy may arise as a result of an incumbent dying or resigning, or when the incumbent becomes ineligible to continue in office (because of a recall, ennoblement, criminal conviction, or failure to maintain a minimum attendance), or when an election is invalidated by voting irregularities. In some cases a vacancy may be filled without a by-election or the office may be left vacant.

It was observed recently that the population of people attending a mass in a Catholic church is dramatically decreasing and this could be a "symptom" of religious shifting taking place in the U.S.
