When the US Constitution was being drafted the determination of each state’s number of seats was a big problem. The main issue was who was eligible to be counted for the population - southern states had more slaves than northern states -. The Three-Fifths Compromise was proposed by James Wilson and Roger Sherman and it determined that they would count three out of every five slaves as a person as a purpose of representation.
