Jim Crow laws in the south limited the impact of the fifteenth amendment by segregating people of color from others. "separate but equal" doesn't always mean the same. The fifteenth amendment states that the federal government can't discriminate people of color against caucasians. Which is exactly what  Jim crow laws are doing. Therefore, Jim Crow laws limit the freedoms stated in the fifteenth amendment.
